About the Initiative

The Ohio Children of Incarcerated Parents (CIP) Initiative began in 2015 by strategically building the re-entry workforce capacity through a series of training sessions that certified re-entry professionals in the program. In 2017, the initiative was expanded with funding from the 21st Century CURES Act to include capacity building and funding for implementation.

The main goals of the initiative are to:

  • systematically integrate a series of evidence-based prevention interventions into communities and re-entry systems across Ohio,
  • mobilize Ohio's various service systems to connect youth and their families with resources that promote family functioning and stability in their local communities, and
  • implement CLFC in various settings to promote healthy family reintegration, improve the quality of family relationships, and provide opportunities for positive youth development among youth with incarcerated parents.

The evidence-based prevention program is being implemented within various community settings across the state, such as nonprofit organizations, county jails, and faith-based organizations. The initiative also has a growing partnership with the Ohio Department of Rehabilitation and Correction (ODRC).

How Is the Ohio CIP Initiative Supported?

The Ohio CIP Initiative is supported through an innovative partnership between the Ohio Department of Mental Health and Addiction Services (OhioMHAS), Mansfield UMADAOP, SheRay's and Associates, LLC, Ohio University’s Voinovich School of Leadership and Public Affairs, and the Pacific Institute for Research and Evaluation (PIRE). Representatives from these organizations make up a CIP Executive Committee that provides leadership, strategic planning, and training and technical support for the initiative. The Executive Committee meets weekly and is responsible for implementation, evaluation, and collaboration between state and local agencies. This group continues to develop the infrastructure and interagency collaboration necessary to integrate evidence-based programs into community services and the re-entry system across Ohio.
